Lessons Learned from a One Laptop per Child Project: Case of Kocaeli

Abstract
This paper reports the findings of an evaluation study on a large-scale one laptop per child project deployed in Kocaeli, Turkey. The project is funded by the municipality and as of 2014 has led to the distribution of 81,000 laptops to all 6th graders in Kocaeli. Three rounds of data have been collected utilizing a qualitative research strategy from all stakeholders in two years. Findings of the third round study reveal that students involved in the initiative enjoyed having their own computer. Furthermore, parents also were happy to be involved in the initiative. Supporting the vision of the local administrators, there were some unexpected positive effects on families’ lives as well. The level of technology literacy appeared to be a major factor in parents’ attitudes toward the use and integration of laptops both in and out of the classroom.
