This case study presents preliminary results of the survey made at the University of Helsinki from 2003 to 2004. The study aims to explore the current state of ICT implementation in teaching and staff development at the university level. Theoretical framework for the study was strategic planning and implementation phases of ICT and staff development. The data collection method was web-based survey questionnaire for deans, department managers and ICT support stuffs. The data analysis was quantitative. Main results reveal that the implementation is under way, however faculties are in different phases in ICT implementation. Teacher training is seen one of the major actions in strategy implementation. There are plenty of ICT trainings for teachers; however shortage of time restricts the use of ICT in teaching and also participation of teachers into training courses. More systematic approach in staff development and human resources management are also required.
