Abstract
The paper describes the state of ICT in teaching and learning at a leading European research university. The question of quality and standards in online Higher Education are explored throughout the world. A set of surveys were conducted in Spring 2004 at a Nordic university in order to identify quality-enhancing elements of virtual learning. The data consist of the responses of deans and institutional leaders, ICT support staff, teachers and students (N=333). Descriptive and comparative analyses reveal that the strategic planning of the Virtual University has progressed well, but differences between institutions do exist. Distribution of course material and creation of interactive and collaborative learning opportunities were identified as the basic functions of web-based teaching. The teachers rated students' learning experiences higher on all dimensions of meaningful learning. Particularly striking is the difference in the experiences of the contextual nature of learning in the virtual environment.
