Presents a framework for developing technology-mediated interinstitutional relationships for collaborative telelearning. Uses experiences of interinstitutional relationships to illustrate how the framework can be used to both guide the design of new and the assessment of existing relationships. Discusses costs and benefits of interinstitutional relationships at four levels of activity. (RS)
