Abstract

Abstract:The study examined,in qualitative paradigm,the usefulness of performance indicators in decision-making by literature review approach. Analysis include all four types of metrics and performance indicators: inputs,outputs,outcomes,and process. Inputs indicators are easily quantifiable,process include the means to deliver programme,outputs treats the quantity of outcomes where as outcomes indictors focus on quality of the benefits of programme.A proposed conceptual framework and a set of guiding principles on performance indicators are high lighted. Conclusions are: first,the performance measures must reflect the institution's Vision and Mission; second,that measurement and evaluation are necessary for effective planning and enable us to determine how we are doing with respect to our goals and third,that performance indicators are most effectively used within an institution specific,whole system framework.
