This paper presents the findings on the studies of interaction between good teaching techniques, advance teachers preparations and the integration of technology and multimedia into science and engineering courses and its effect on student performance.Every learning process needs a firm foundation, not just in technology, but in the content.it needs structure of an academic discipline, a taught subject, a definable set of skills and techniques,or a body of knowledge that will be possessed by the teacher and the learner. We develop rubrics that is been tested in the teaching of Astronomy and Telecommunication courses. The rubrics focuses on teachers preparation and specific knowledge required on subject peagogue and constant technology interaction and how it is adapted to classroom environment.
