This study described the INCOMAS system. The INCOMAS is an item bank based and networked concept map assessment system that combines the Web technologies, computer networks, and the database: concept map items, electronic test papers, and students' profiles are recorded in the database and file system located at server side. Students can take an examination of a course via the computer networks through a Web browser. Instructors can assign these electronic test papers through a Web browser. This research first looked at the management problems that have arisen in the practical operation of Web-based concept map testing system (WCOMT), which is the previous version of INCOMAS, since its inception on one year ago in 1999, indicating new systemic needs that accord with expert opinions. In the later sections set about designing system architecture of INCOMAS and re-implementing it based on previous studies.
