APEC Cyber Academy (ACA) is an international networked learning environment designed for K-12 students of APEC member economies. The paper focuses on discussing the design of the collaborative learning program and learning tools implemented by ACA. Empirical studies that were conducted with the ACA are summarized in the paper as well. We found that most of the students who were participated in the collaborative learning program were positively and strongly engaged in the international collaborative online learning activities. Since all of the students need to communicate with each other through English in the online learning activities, students reported that the content and context provided by ACA are useful and helpful for English learning. The paper also discusses about the ongoing enhancement of ACA with automatic speech recognition technology and intelligent agents.
